Rules of Conduct

In order to provide a welcoming and safe environment that respects the enjoyment of the library by everyone, the Waterloo Public Library applies the following rules1 for library users:

Policy:

  1. In case of fire or other emergency, the public must obey library staff instructions.
  2. Children requiring supervision are not to be left unattended in or about the library premises.
  3. Unruly or unsafe behaviour, including abusive language, will not be tolerated.
  4. Damage, misuse, or theft of library material, equipment or property is not allowed.  Misuse or abuse of computers, programs or the Internet is prohibited.
  5. Individuals may be asked by staff to open all bags and cases and submit books and papers for inspection.
  6. Reference material and library material that is not checked out may not be taken into washrooms.
  7. Smoking is not permitted within the library, and the library maintains a smoke-free radius of five meters (16.4 feet) at its entrances.
  8. The use of alcohol or illicit drugs is not permitted in or around the library. Persons under the influence of alcohol or illicit drugs will be asked to leave the library.
  9. Shirts and proper footwear must be worn.
  10. Use of sports equipment is not allowed on library property.
  11. The library is not responsible for theft or damage, and strongly advises individuals to keep personal belongings with them while using the library.
  12. Animals are only permitted in the library when needed to assist a person with a disability or in authorized programs.
  13. Posting notices, distributing circulars or petitions, selling or engaging in any commercial activity on library property must not be conducted without authorization of the Chief Librarian.
  14. Photographing, filming or video recording on library property requires the authorization of the Chief Librarian.
  15. Customers may only use cellphones in designated areas.
  16. Snack foods and beverages are allowed in the library.  As a courtesy to others, individuals are asked to avoid excessive noise or food odours and are expected to clear away all waste material.

Serious violation of the Rules of Conduct may result in cost-recovery charges, suspension of library privileges, cost-recovery charges, collection of fines or prosecution.
